中國石油物資有限公司受招標人委托對下列產(chǎn)品及服務進行國際公開競爭性招標，于2020-03-19在中國國際招標網(wǎng)公告。本次招標采用傳統(tǒng)招標方式，現(xiàn)邀請合格投標人參加投標。

Qualification and Achievement requirements for the bidder.
投標人須提供以下文件
The following documents must be provided.
（1）投標人須按招標文件第一冊第四章格式IV-9.資格證明文件格式的要求填寫和提交有關資料；
All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information；
（2）國內制造的產(chǎn)品必須是制造商直接投標；
Products manufactured domestically must be directly tendered by the manufacturer；
（3）境外制造的產(chǎn)品如為代理商投標：
If the products manufactured overseas are bidding for agents:
須提供制造商對本次投標出具的唯一正式授權書；
1)The bidder should provide a letter with original sole official authorized by Manufacturer for the bid；
2)投標人在當?shù)匾婪ǖ怯涀缘臅r間距開標之日須滿三年，并提供營業(yè)執(zhí)照等注冊登記的有效證件復印件；
The Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
3)開標之日前三年內，投標人須具有同類產(chǎn)品至少兩個不同年份的銷售業(yè)績，并提供相應證明其銷售業(yè)績的合同或訂單復印件，并由投標人代表簽字或蓋章；建議以第八章為準。
The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance should be provided and signed or sealed by the Bidder;
（4）投標人須提供開戶銀行在開標之日前三個月內開具的資信證明原件或該原件的復印件（由投標人代表簽字或蓋章）。
The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed)；
（5）第八章中要求的其他合格的資格證書。
Other Qualification and Achievement requirements stipulated in Chapter VIII.
